Greetings Rowlett!

Please allow me to introduce myself. My name is Marvin Gibbs and I’m a 36 year resident of Rowlett. My wife and I chose Rowlett as our home in 1988 shortly after I started working with the Rowlett Police Department as a police officer. Soon thereafter we started a family and we were blessed with two wonderful kids. As soon as they could play sports we were active in the sports community both playing multiple sports. Our kids are grown now doing very well in their own careers. In 2019 and 2022 we were blessed with two beautiful grandkids.

 

I recently retired from the Rowlett Police Department on January 31, 2025 with over 36 years of service. My career began at the Rowlett Police Department on June 23,1988. During my career I rose to the rank of Lieutenant and Interim Asst. Chief. It was a great honor to lead the brave men and women of the Rowlett Police Department.

I attended and graduated from several prestigious leadership schools during my career.

The Institute for Law Enforcement Administration.
Bill Blackwood Law Enforcement Management Institute’s Leadership Command College Class #42.
Federal Bureau of Investigation Command College.
Federal Bureau of Investigation National Academy in Quantico Virginia, Class 229.
I’m also a graduate of the Rowlett Chamber of Commerce’s Leadership Class, Class #18.

In 2009, I was chosen to be the Commander over the newly formed Community Services Division. Prior to my transfer into the Division, the City of Rowlett’s budget was severely impacted by the recession and downsizing was occurring in the city.  As part of the downsizing the Community Services Division acquired Code Enforcement, Animal Control and the Animal Shelter, Health Department, and the City’s trash contract. I was appointed as the City’s Trash Contract Administrator and I was also appointed as the Animal Shelter Advisory Board, as the City Liaison.

During my tenure as Community Services Commander  I managed some notable incidents in our city.

To name just a few:

2015 Tornado – Response, recovery and clean up efforts.

West Nile Virus – Mosquito trapping and testing, and aerial spraying of the mosquitoes

Due to the recession the Animal Shelter was experiencing overcrowding which led to the euthanization of animals just for space. This was unacceptable practice to me and we began creating new partnerships with our nonprofits which are still in place today. The partnerships and hard work of the staff helped us obtain a 98% live release rate or better.

Capturing “bold coyotes” that were entering the back yards of residents homes along the nature trail and taking their pets caused a lot of concern from our residents for the safety of their small children.

“Icemaggedon” where nearly every tree in Rowlett fell during an ice storm. The mass number of downed trees was outside the scope of our trash companies abilities. This triggered a massive clean up campaign with the hiring of several brush trucks who specialized in brush removal.

School Resource Officers, I’m very proud of the work we did keeping our schools safe and partnering with GISD. We worked hand and hand with GISD staff with new practices and policies to make sure our schools were safe for our children and staff and these practices and policies are still in effect today.

Community Service Officer – we recruited and started up a record number of Crime Watch Groups throughout the city. This gave us record numbers of subdivisions and crime watch groups participating in National Night Out, which was an integral part of us as a city being named one of the safest cities in Texas. Neighbors looking out for neighbors.

This is just a snapshot of my career and my municipal experience.

If elected as your Council Member my priorities will be:

Public Safety – with priority focused on Police and Fire response.

Stop Employee turnover which is at a record high of 24% – conduct an employee survey for retention ideas.

Infrastructure – aging pipes and sewers.  (Time to get rid of the stink).

Roads, Streets and Alleys – repairs and widening projects.

Accountability from the Council and Staff. We serve the citizens of Rowlett.

Economic Development – recruit sustainable long term business to Rowlett without jeopardizing the future with lucrative incentives that only hurt the city in the long term.

Giving Citizens a Voice – We as a city have to prioritize our needs and wants and it’s time that you, our citizens have a say in what you believe should be the city’s priorities.  To do this we will need to survey our citizens and publish the results of the survey.

The majority of my adult life has been in the service of others and I would really appreciate your support and vote to continue serving you, the citizens of Rowlett. I pledge as I did in my police career to continue serving with honor, respect and integrity.
